I see tube size but how do i figure tube area is that what is used to come up with voltage? what is the first scale for and how do i use it? I have emailed and tried to call pmas no response and tech line just goes to voice mail. Iam using quaterhorse with b.e. but i dont have eec analizer.

Without looking at there tool, in general you use the same voltages.  It'll just be that for different tube sizes, the flow numbers for each voltage will be higher or lower depending which way you went in tube size.

Ultimately, you scale the flow by the ratio of the different actual areas of the tubes.
