If you have to use the alternate connection method to initiate the koeo koer tests,does that pretty much verify a burnt signal return trace on the EEC or an open between the #2 VIP terminal & the 60 pin connector or are there other causes for this condition??
What are the root causes for a no codes condition other than a defective EEC??

A burnt SIGRTN line or an open between the VIP connector SIGRTN terminal wire section to the harness. The burnt SIGRTN trace on the EEC would be confirmed (or an open SIGRTN wire between the EEC and the SIGRTN splice section) by accessing the self-test routine using a ground instead of the SGRTN terminal, and having the DTCs for the TPS, ECT, ACT, EVP, BP circuits show up.

That's good info to know,thanks for the clarification Joel.I guess it only takes somebody accidentally applying 12 volts to a circuit or wire tied into the ecm to blow the signal return or using the wrong o2 harness if you've got the clutch pedal switch.I'm surprised you haven't started a second business repairing ecm's,since the signal return & capacitor issue occurs so often & the A9L & A9P are hard to find.

I will continue this thread since I had the same problem.

First I had a Start condition but engine running very very bad , not drivable. Check engine light is on.  Try to pull the code and doesnt work .

I did open the pcm right away to find the circuit pin 46 sigrtn was fries. I fixed the pcm but now before install back the pcm I probe the pin 46 with my dvom and when I push the clutch and turn the key , I have 9-10V .

Is normal since the pcm is not plugged or there is a problem in the wiring . Car is a 93 manual GT with a A3M , Wiring is original .
