Can this cause me to fail Smog Test california?  This is going to be my 3rd time.. I have replaced every single sensor and almost cleared all codes.. Except for 94 The first two times I failed was to NO(PPM) out of tolerance...

That is usually due to a blockage in the crossover smog tube.

After, I failed I found a bad brake booster Sad and had the entire brake system replace all new rotors and brake pads and master cylinder...

That report shows the failing cause to be the high NOx level @15 MPH. By correcting for code 33 (EGR valve not opening), that failure possibility should have been eliminated.
